3. 招标内容：

招标范围包括辽宁红沿河核电项目5-6号机组核岛的6台PTR板式换热器和1台ASG板式换热器，包括设备的设计、制造，以及专用工具、备品备件和消耗品、文件、运输和现场技术服务等。

4. 投标人资格条件：

1)必须是在法律和财务上独立的实体；

2)具有履行合同所必需的专业技术、资质能力，具备良好的售后服务能力；

3)银行资信记录良好，财务状况良好，有足够的流动资金承担本次招标货物的供货；

4)具有良好的商业信誉和业绩，无履行合同不良记录，无不良诉讼记录，无在招标投标活动中受到违规处罚的记录；

5)投标人所完成的工程项目中不得出现重大工程质量问题，投标人不得有严重违约的行为；

6)投标人不得处于被责令停业、财产被接管或冻结的情形；

7)近两年以来在招投标活动中有串通投标不良行为记录或涉嫌串通投标正在接受主管部门调查的投标申请人将不被接受；

8)投标人需具有国家核安全局颁发的核 3 级换热器（板式）的设计许可证和制造许可证，许可范围覆盖本采购包设备，且处于有效期内；或者投标人需具有国家核安全局颁发的中华人民共和国民用核安全设备活动境外单位注册登记确认书，覆盖范围为核3级换热器（板式）的设计活动和制造活动，且处于有效期内

9）投标人须具备制造板式换热器的厂房、生产加工和检验设备；

10)不接受销售商或代理商投标。

5. 投标报名

请投标人于公告期内在中广核工程有限公司招标与采购网(http://bidding.cnpec.com.cn)上完成网上报名工作（需先免费注册为会员)；网上报名时需填写联系人信息及上传以下资料：

1) 《营业执照》和相关证明文件；

2) 《ISO质量体系认证证书》；

2) 法定代表人资格证明及法定代表人授权委托书；

4) 被授权人身份证；

5) 根据“资格条件”第8条和9条提交相应证明文件。

上述报名资料请提交加盖公司公章的复印扫描件，网上报名时作为附件上传。投标人应严格按照上述要求提交报名资料，报名资料不符合者（资料缺失、不满足资质要求）的报名将不予通过，招标人不再另行通知。

在招标人认为必要时将要求投标人送审报名资料的原件。

备注：如果投标人的《营业执照》信息与会员注册时发生变化，请及时更新会员注册信息，并在报名期限内送审《营业执照》原件，否则报名不予通过。

6. 资格审查方式

本项目采取资格后审方式完成对投标人的资格审查。

China Nuclear Power Engineering Company, Ltd. entrusted by the purchaser, invites eligible suppliers home and abroad for the supply of the following goods and/or service by way of International Competitive Bidding and traditional bidding. The tender notice was released on both http://bidding.cnpec.com.cn and http://www.chinabidding.com.cn on November 12, 2014.

2. Tendering Scope

The Tendering scope includes the supply of one set of Six PTR Plate Heat Exchanger and One ASG Plate Heat Exchanger of Liaoning Hongyanhe Nuclear Power Station Unit 5&6 Nuclear Island, which includes the design, material, fabrication, assembly, testing, spare parts, documents, service, packaging and transport, etc.

3. During the period of announcement, the tenders shall complete the procedure of entering for the tending on the Bidding and Procurement net (CNPEC) http://bidding.cgnpc.com.cn (Remark: Enrolled the net freely is the first step).

4. Qualified Bidder

1）The bidder shall be independent entity legally and financially.

2）The bidder shall be able to meet the required technical capability, qualifications and offer good after-sale service.

3）The bidder shall have good bank credibility and financial situation. The bidder must have adequate circulating fund to ensure the supply of the goods.

4）The bidder shall have good business reputation and performance without any bad records during the contract execution or any bad lawsuit or punishment records in the process of bidding.

5）The project, completed by the bidder, should not have quality problems. The bidder should not have serious nonperformance.

6）The bidder shall not be ordered to suspend business, taken over or frozen property.

7）The bidder should not have the bad records of bid rigging in latest two years. The bidder, being surveyed for suspicion of bid rigging, is forbidden to attend this bid.

8）The bidder shall obtain the license issued by China Nuclear National Safety Administration (NNSA) for designing and manufacturing level three (3) plate heat exchanger, and the scope of design/manufacture activities registered shall cover the product procured this Bid.

9）The bidder shall have the relevant plant, equipment for the manufacture of the plate heat exchanger.

10）Do not accept the dealer or agent to bid.

 5. Files needed for application

1) Business license and relevant documents evidence.

2）Quality Certificate（ISO9001）

3) Identification certificate of Legal representative and the power of attorney of legal

representative.

4)ID of authorized person.

5) The evidence documents should be submitted according to the item 8 and item 9 in qualification requirements.

Above-mentioned files shall be with official seal. If necessary, the bidding Party will require the bidder to submit original of the above documents for reviewing.

Note: If the information of business license of bidder has changed after registration, the bidder should renew the information of registration and submit origin of business license for review within the registration period. Otherwise, the registration will be rejected.

(1) The Bidding Announcement will both release on CNPEC Bidding net (http://bidding.cgnpc.com.cn) and China Bidding net (http://www.chinabidding.com.cn) , and in case of discrepancy or ambiguity among them, the CNPEC Bidding net (http://bidding.cgnpc.com.cn) will be deemed binding.
