3. 招标内容：

本次采购范围包括红沿河二期5-6号机组每台机组2套应急柴油发电机组及其辅助系统（共4套），每套应急柴油发电机组的额定功率不低于6300kW。

4. 投标人资格条件：

1)   投标人可以是独立法人资格的企业、公司、事业单位，也可以组成联合体；

2)   投标人必须通过ISO质量体系认证且在有效期内；

3)   投标人的银行资信记录良好，财务状况良好，有足够的流动资金承担本次招标货物的供货；

4)   投标人具有良好的商业信誉和业绩，无不良诉讼记录，无在招标投标活动中受到违规处罚的记录；

5)   投标人须具有由中华人民共和国国家核安全局颁发的应急柴油发电机组核安全设备设计或制造许可证，设备类别为1E级应急柴油发电机组。

6)   投标人需具有柴油发电机组的成套供应能力，不接受销售商或代理商投标；

7)   投标人需具有核电厂或常规项目6000kW以上应急柴油发电机组的供货业绩；

8)   近两年以来在招投标活动中有串通投标不良行为记录或涉嫌串通投标正在接受主管部门调查的投标申请人将不被接受。

5. 投标报名

请投标人于公告期内在中广核工程有限公司招标与采购网(http://bidding.cnpec.com.cn)上完成网上报名工作（需先免费注册为会员)；网上报名时需填写联系人信息及上传以下资料：

1)   《营业执照》；

2)   《ISO质量体系认证证书》；

3)   《中华人民共和国民用核安全电气设备设计许可证》和《中华人民共和国民用核安全电气设备制造许可证》，设备类别为应急柴油发电机组；

4)   根据“资格条件”第7条提交业绩证明文件。内容包括但不限于“合同名称”、“购买方联系人”、“合同金额”、“合同供货范围简述”。

上述报名资料请提交加盖公司公章的复印扫描件，网上报名时作为附件上传。投标人应严格按照上述要求提交报名资料，报名资料不符合者（资料缺失、不满足资质要求）的报名将不予通过，招标人不再另行通知。

在招标人认为必要时将要求投标人送审报名资料的原件。

备注：如果投标人的《营业执照》信息与会员注册时发生变化，请及时更新会员注册信息，并在报名期限内送审《营业执照》原件，否则报名不予通过。

6. 资格审查方式

本项目采取资格后审方式完成对投标人的资格审查。

China Nuclear Power Engineering Company, Ltd. entrusted by the purchaser, invites eligible suppliers home and abroad for the supply of the following goods and/or service by way of International Competitive Bidding and traditional bidding. The tender notice was released on both http://bidding.cnpec.com.cn and http://www.chinabidding.com.cn on November 11, 2014.

2. Tendering Scope

The scope of supply includes 4 sets of Emergency Diesel Generator for Unit5&6 of Hongyanhe Nuclear power plant, rated output power of each Emergency Diesel Generator set shall be no less than 6300kW.

3. During the period of announcement, the tenders shall complete the procedure of entering for the tending on the Bidding and Procurement net (CNPEC) http://bidding.cgnpc.com.cn (Remark: Enrolled the net freely is the first step).

4. Qualified Bidder

1) The bidder could be company or public institutions with independent legal personality, or Consortium.

2) The bidder should obtain ISO certificate of quality system and the certificate should be within the effective period；

3) The bidder should have good bank credit record, good financial condition, and have enough working capital to undertake the bidding goods.

4) The bidder should have good business reputation and references, no adverse litigation records, no punishing record for infringement during bidding activities.

5) The bidder should have HAF certificate for design or manufacture of nuclear safety class equipment, equipment category is class 1E emergency diesel generator set.

6) The bidder should have the capability to supply the complete set of emergency diesel generator, sales agent is not accepted.

7) The bidder should have references of emergency diesel generator in nuclear power plant or other normal projects with rated output power 6000kW or higher.

8) The bidder who had bid-rigging records or being investigated by competent authority as a suspect of bid-rigging in recent two years is not accepted.

 5. Files needed for application

1） Business license and relevant documents evidence.

2） Quality Certificate（ISO9001）

3） Design and manufacture certificate of civil nuclear safety equipment, 

category is emergency diesel generator.

4） Files for references according to requirement of item 7 above should be submitted. The content should include but not limit to “name of contract”, “contact person”, “value of contract”, “sketch of scope of supply”。

Above-mentioned files shall be with official seal. If necessary, the bidding Party will require the bidder to submit original of the above documents for reviewing. 

Note: If the information of business license of bidder have changed after registration, the bidder should renew the information of registration and submit origin of business license for review within the registration period. Otherwise, the registration will be rejected.

6. Warm Remark

 (1) The Bidding Announcement will both release on CNPEC Bidding net (http://bidding.cgnpc.com.cn) and China Bidding net (http://www.chinabidding.com.cn) , and in case of discrepancy or ambiguity among them, the CNPEC Bidding net (http://bidding.cgnpc.com.cn) will be deemed binding.

 (2) This announcement has both Chinese and English version. In case of differences in interpretation, the Chinese version will be deemed binding.
