3. 招标内容：

 台山核电项目#1机组、#2机组核岛调试阶段及电站商运后2年内使用的化学品，包括双氧水、氢氧化钠、硫酸、硝酸、消泡剂、EDTA、氢氧化钠去污剂、七水硫酸镁、草酸、柠檬酸、高锰酸钾等。详细物项清单及技术要求见招标文件。

4、投标人资格条件

1)投标人必须是依法注册，具有独立法人资格的单位；

2)具有履行合同所必需的专业技术、资质能力，具备良好的售后服务能力，具备跨地域的供应、集散能力；

3)银行资信记录良好，财务状况良好，有足够流动资金承担本次招标货物的供货；

4)具有良好的商业信誉和业绩，无履行合同不良记录，无不良诉讼记录，无在招标投标活动中受到违规处罚的记录；

5)近三年同类货物或类似物项供货业绩累计不少于人民币300万元(或等值外币)；

6)如投标人为制造厂商，则需通过ISO9000系列质量体系认证，且处于有效期内，并具有完善的质量管理体系，产品或服务范围须覆盖本次拟采购范围。

7)如投标人为经销商或代理商，则需满足以下要求：

(1)生产厂家需通过ISO9000系列质量体系认证，且处于有效期内；具有完善的质量管理体系；产品或服务范围须覆盖本次拟采购范围；

(2)经销商或代理商也应提供有效期内的ISO9000系列质量体系认证证书。

8)投标人应具有所对应化学品经营销售资质，包括：危险化学品的经营销售许可证等有效执照或相应的资质；应具备危险化学品运输资质，或委托具有危险化学品运输资质的单位进行运输，运输要遵照国家有关法规和招标人程序要求；

9)  投标人应具有按照采购方要求定制化学药品的能力；

10)投标人应能够在投标期间将产品取样送权威第三方检测机构进行检验，并在提交投标文件的同时提交权威第三方检测机构出具的正式检测报告；

11)法定代表人为同一个人的两个及两个以上的企业（公司）；母公司、全资子公司及其控股公司；相互间存在直接控股关系或间接控股关系的两个及两个以上的企业（公司）。具备前述情况之一的，只能由其中一家企业（公司）报名申请投标。如出现母公司与子公司同时报名的情况，招标人将选择母公司参加本次采购的投标；

12)如生产厂商与其经销商或代理商同时报名参与本次招标，招标人将选择生产厂商参加本次采购的投标；

13)一个制造商对同一品牌同一型号的货物，仅能委托一个代理商参加投标；

14)本项目不接受联合体投标；

15)近一年（2013.7—至今）以来在招投标活动中有串通投标不良行为记录或涉嫌串通投标并正在接受主管部门调查的投标申请人将不被接受。

5、投标报名

请投标人于公告期内在中广核工程有限公司招标与采购网(http://bidding.cnpec.com.cn)上完成网上报名工作（需先免费注册为会员）；网上报名时需按照网站提示信息填写齐全所有信息并上传下列文件的扫描件：

1)《营业执照》；

2)《税务登记证》；

3)《ISO质量体系认证证书》；

4)危险化学品的经营销售许可证

5)危险化学品运输资质

6)根据“资格条件”第5条提交业绩证明文件。内容包括但不限于“合同名称”、“购买方联系人”、“合同金额”、“合同供货范围简述”。

投标人应严格按照上述要求提交报名资料，报名资料不符合者（资料缺失、不满足资质要求）的报名将不予通过，招标人不再另行通知。

在招标人认为必要时将要求投标人送审报名资料的原件。

1)该采购项目采用资格预审方式对各报名人进行资格审查。

2)本项目采用两阶段公开招标。

The tender notice was released on both http://bidding.cnpec.com.cn and http://www.chinabidding.com.cn on December 22, 2014.

2. Tendering Scope

The scope requested by this bidding contains various chemical products including hydrogen peroxide, sodium hydroxide, sulfuric acid, nitric acid, anti foam agent, complexing agent EDTA, decontamination agent NaOH, magnesium sulfate heptahydrate, oxalic acid, citric acid, potassium permanganate and other chemical products. These products will be used to perform commissioning activities and two years operation of Unit 1 and Unit 2 of Tanshan nuclear power plant.

The detail product list and technical requirements are described in the bidding document.

3. During the period of announcement, the tenders shall complete the procedure of entering for the tending on the Bidding and Procurement net (CNPEC) http://bidding.cgnpc.com.cn (Remark: Enrolled the net freely is the first step).

4. Qualified Bidder

1) The bidder shall be legally registered and with independent legal entity.

2) The bidder shall have necessary technical capabilities and qualifications. The bidder shall offer good after-sale service and be capable of supplying and distributing goods to different locations.

3) The bidder must have great bank credibility and finance status. The bidder must have adequate circulating capital to ensure the supply of the goods.

4) The bidder shall have great business reputation without bad records during contract execution, bad lawsuit records or punishment records in the process of bidding.

5) The total sale of similar products or items shall be not less than RMB 3million（or be equivalent in foreign currency）in the past three years.

6) If the bidder is a manufacturer, the bidder should have ISO9000 series quality system certification within the effective period and the perfect quality management system. The product and service supplied shall cover the scope of the intended procurement.

7) f the bidder is a dealer or an agent, the bidder shall meet the following requirements.

(1)The product manufacturers should have ISO9000 series quality system certification within the effective period and the perfect quality management system. The product and service supplied shall cover the scope of the intended procurement.

(2)The dealer or agent should also have ISO9000 series quality system certification within the effective period.

8)The bidder should have the business certificates of the products in this bidding including the business certificate of hazardous chemicals or equivalent qualifications. The bidder should have the transportation qualification of hazardous chemicals, or consigns a transportation company with the transportation qualification of hazardous chemicals to transport. The transportation should be in accordance with the requirements of the relevant regulations of the state and the tenderee.

9)The bidder should have the capabilities of chemical customization according to the requirements of the tenderee.

10) The bidder should send the test samples to a third authoritative institution for further verification during the bidding and submit the testing reports with the bidding documents.

11) If a legal representative owns two or more companies, only one of the companies is allowed for the bidding. Among a parent company, a wholly-owned subsidiary or a holding company, only one of them shall run for the bidding. Whereas a parent company and a subsidiary both attend, the parent company shall be awarded with the bid. If two or more companies have direct or indirect controlling relationship, only one company shall attend the bidding.

12) If a manufacturer attends the bidding with its distributor or agent, the manufacturer will be awarded with the bid.

13) A manufacturer shall authorize only one agent for the same brand of the same model of a product.

14) Joint-bidding is not accepted for this bid.

15) Applicants with bid rigging records or in bid rigging investigation in the past year（2013.7 to today）shall not be accepted.

5. Files needed for application

1) Business Licence.

2) Tax Registration Certificate.

3) ISO9000 series quality system certification.

4) Business Certificate of Hazardous Chemicals.

5) Transportation Qualification of Hazardous Chemicals.

6) According to item 5 in qualification requirements, the certification documents should be submitted, including but not limited to the contract name, the contact information of the buyer, the amount of the contract, the contract scope of supply.

The bidder should submit the documents according to the requirements above. If the submission documents don’t meet the requirements, the registration will not be adopted without notification.

Above-mentioned files shall be with official seal. If necessary, the bidding Party will require the bidder to submit original of the above documents for reviewing.

6. Others

1) Pre-qualification procedure will be adopted in this bidding.

2) Two-stage bidding will be adopted in this bidding.

7. Warm Remark

1) The bidding notice will both release on CNPEC Bidding net (http://bidding.cgnpc.com.cn) and China International Bidding net (http://www.chinabidding.com.cn) , and in case of discrepancy or ambiguity among them, the CNPEC Bidding net (http://bidding.cgnpc.com.cn)  will be deemed binding.

2) This announcement has both Chinese and English version. In case of differences in interpretation, the Chinese version will be deemed binding.
