3. 招标内容：

 本次招标范围为CPR1000项目两台（2台）机组的核岛橡胶膨胀节，共计139套，包括设备的设计、采购、制造、检验、试验、备品备件、文件以及安装调试期间所必须的服务和支持等。

4. 投标人资格条件：

1) 投标人应依法成立并具有独立法人资格，注册资本人民币1000万元及以上（外币按即期汇率计算）；

2) 投标人应通过ISO9000质量体系认证并在有效期范围内；

3) 投标人的银行资信记录良好，财务状况良好，有足够的流动资金承担本次招标货物的供货；

4) 投标人具有良好的商业信誉和业绩，无不良诉讼记录，无在招标投标活动中受到违规处罚的记录；

5) 近两年以来在招投标活动中有串通投标等不良行为记录或涉嫌串通投标正在接受主管部门调查的投标申请人将不被接受；

6) 投标人应具备核级橡胶膨胀节设计、制造能力；

7)投标人的橡胶膨胀节所使用的橡胶材料及加强层应能承受规定剂量辐照作用，并提供相关试验等证明文件；

8) 投标人应提供1F级橡胶膨胀节抗震计算或抗震试验报告等相关内容；

9) 不接受联合体及代理投标。

5. 投标报名

请投标人于公告期内在中广核工程有限公司招标与采购网(http://bidding.cnpec.com.cn)上完成网上报名工作（需先免费注册为会员,会员单位请直接报名)；网上报名时需填写联系人信息及上传以下资料：

1)《企业法人营业执照》及《组织机构代码证》（国外企业提供Business License）；

2)ISO质量体系认证证书；

3)法定代表人授权委托书；

4)设计、制造、试验的人员、设备、场地等能力说明文件；

5)橡胶材料及加强层辐照试验报告等证明文件；

6) 橡胶膨胀节抗震计算或抗震试验报告。

上述报名资料请提交加盖公司公章的复印扫描件，网上报名时作为附件上传。投标人应严格按照上述要求提交报名资料，报名资料不符合者（资料缺失、不满足资质要求）的报名将不予通过，招标人不再另行通知。

招标人在认为必要时将要求投标人送审报名资料的原件。

备注：如果投标人的《营业执照》信息与会员注册时发生变化，请及时更新会员注册信息，并在报名期限内送审《营业执照》原件，否则报名不予通过。

6. 资格审查方式

本项目采取资格后审方式完成对投标人的资格审查。

2. Tendering Scope

The Bidding scope is NI Rubber Expansion Joints (LOT140Ga) for 2 (two) CPR1000 Nuclear Power Units, with a total amount of 139 sets, including the design, procurement, fabrication, examination, test, spare parts, documentation and necessary services and technical support during installing and commissioning.
3. During the period of announcement, the tenders shall complete the procedure of entering for the tending on the Bidding and Procurement net (CNPEC) http://bidding.cnpec.com.cn (Remark: Enrolled the net freely is the first step).

Ending of Announcement: 2015-5-6-17 17:00 pm

4. Qualified Bidder

1) The Bidder shall be legally registered and with independent legal entity, with registered capital not less than CNY10,000,000.00 ( other currency shall be calculated by the current exchange rate).

2)The Bidder shall be qualified by ISO9000 quality system and in the effective period.

3)The Bidder shall have good bank credibility and financial conditions, and shall have sufficient liquidity to supply the Bidding goods.

4)The Bidder shall have good business reputation, without any bad records of litigation and penalties during Bidding process due to his illegalities.

5)The Bidder who has any bad records of collusion during Bidding process in the past 2 years, or in the state of being investigated by the authority due to suspicion of his collusion during Bidding process, shall not be accepted therefore.

6)The Bidder shall have the ability on designing and manufacture of Safety Classified Rubber Expansion Joints.

7)The rubber material and reinforce carcass of the Bidder’s Rubber Expansion Joints shall be able to bear a certain dose of radiation. And the relevant documents of test shall be provided.

8)The Bidder shall provide the anti-seismic calculation, Test report, or the relevant documents of 1F classified Rubber Expansion Joints.

9)Consortium and Agent are not accepted.
5. Files needed for application

1)Business license and Business Code Certificate though annual verification（Company outside P.R.C. shall provide business license and its relevant documents evidence）.

2)ISO quality system certificate.

3)Power of attorney of legal representative.

4)The relevant documents evidence of design, manufacture, personnel performing test, equipment, and workshop ability shall be provided.

5)Irradiation Test Report and relevant documents of Rubber and reinforce carcass.

6)Anti-seismic calculation, Test report, or the relevant documents of 1F classified Rubber Expansion Joints.
Above documents shall be sealed with the company stamp and upload as attachment when sign up on the internet. The Bidder shall submit documents strictly according to the above requirements. Any unconformable documents will not be passed, and the Bidding party will not send further notice.
If necessary, the Bidding Party will require the bidder to submit original of the above documents for reviewing.
6. Warm Remark

1) The bidding notice will both release on CNPEC Bidding net (http://bidding.cgnpc.com.cn) and China International Bidding net (http://www.chinabidding.com) .

2)This announcement has both Chinese and English version. In case of differences in interpretation, the Chinese version will be deemed binding.
